Proposed puppy under-age sales law for state & county
Dear friends, I am working to draft a county code amendment for New Castle County Council’s consideration. The amendment would prohibit underage puppy sales on a county level. Representative Bob Valihura is working to draft similar legislation on a state level. Lynne Young, AAT, CDPT, a respected and well known local dog trainer has brought this omission to my attention. Please see her comments below: The rationale for this bill would include not only health considerations for the puppies, but behavioral issues such as learning bite inhibition and appropriate dog behavior from the littermates and the dam. Enactment of this law will address many of the concerns of those who fear vicious tendencies of certain dogs. Lynne likes the PA statutory scheme modified to put “real teeth” [pun intended] into the law by including fines. Thank you for your consideration. Best wishes. Bob
