Bob Weiner Proposes Public Gifting Program to Protect County Parkland

At the New Castle County Finance Committee meeting on May 10, 2005, Councilman Robert S. Weiner proposed that the New Castle County Special Services Department develop a public relations program to promote private gifting by way of trusts and gifts to New Castle County earmarked to protect, preserve and acquire County Parkland. He also suggested that this program could also include supporting other public amenities such as open space acquisition, affordable housing and recreational programs administered by the Department of Special Services.

Councilman Weiner, who practices law with a private law firm in Wilmington, Delaware, commented that in his private practice he is familiar with many citizens who would welcome the opportunity to make such gifts if they were aware of such a program. Additionally, Councilman Weiner suggested that a special trust and gifting program be developed so that there can be a standardized protocol for such a gifting program.

Financial statistics provided by Council Financial Advisor Don Whitworth indicate that there are 78.3 million "baby boomers" and one turns 55 years old every 7 seconds. "The time to create this program is now", he stated.
